Thanks for your response. Just read couple of articles and learnt with standard USB installation of newer Windows 11 you can use Shift + F10 shortcut and in Command Prompt add string `OOBE\BYPASSNRO` and bypass internet connection. At later stage of installation simply choose "I don't have Internet Connection".

I always believe MS will not taken down a feature rather make the feature difficult to access. Dark UX which will frustrate user to install with internet. ;)
